In recent years, as the development of tourism in Ha Long Bay, the biggest problem in Ha Long Bay management is too big conflict between protecting and preserving heritage to develop tourism industry. How to preserve heritage has yet to be effectively exploited to reinvest funds for the protection and preservation of Ha Long Bay many mechanisms and policies, plans, rules and regulations enacted to serve the conservation and promotion of the values of Ha Long Bay.
